To continually strengthen the Enhanced Comprehensive Local Integration Program (ECLIP), a government program that aims to help Former Violent Extremists (FVEs) progress after they renounced armed struggle and restore their allegiance to the Philippine Government, the Philippine National Police (PNP), together with the Armed Forces of the Philippines (AFP), Local Government Units (LGUs), friendly forces, and other local government units joined together to help assist the surrender of the 100 Former Violent Extremist members with their firearms in a Localized Balik Loob Program on July 30, 2022 at Sulu Provincial Capitol Gymnasium, Patikul, Sulu.
 
Ministries of Sulu Provincial Enhanced Comprehensive Local Integration Program Committee, under the Chairmanship of Governor Abdusakur M. Tan of the Province of Sulu, who hosted the program and attended by the Secretary of Interior and Local Government (SILG) ATTY. BENJAMIN C ABALOS JR; OIC CPNP, PLTGEN VICENTE D DANAO JR.; PMGEN EDEN T UGALE, OIC, APC-WM; EMINI T. KADIRI, OIC, MILG-Sulu; MGEN IGNATIUS PATRIMONIO, 11Th ID PA Division Commander; RD, PRO BAR, PBGEN ARTHUR R CABALONA; RD of NICA9, Retired BGEN CAMILL F BALUTAN; and the Local Chief Executives of the 19 municipalities of Sulu who helped their constituents to voluntary join the E-CLIP program for this whole-of-the-nation approach where all government agencies worked together to fight terrorism.
 
Through this program, the 100 FVEs will be reintegrated back into the community, be with their families, and start over with their peaceful lives.
 
The FVEs will receive support and financial benefits intended for their development to include but are not limited to the following: food packs worth Php5000; monetary assistance; inclusion of the out of school youth FVE to summer job program with Php5000 incentive per month upon approval of their application; and Alternative Learning System (ALS) for the minor members.
 
The FVEs will also receive interventions such as recovery support program, social healing and reconciliation, spiritual and moral enhancement, health and wellness program, livelihood training, and capability build-up to help them for their eventual reintegration into the mainstream society.
 
Executive Order No. 70 of former President Rodrigo Roa Duterte or Administrative Order No. 10 is created to institutionalized the Enhanced Comprehensive Local Integration Program or ECLIP. This is a government program that aims to help rebels/extremists to restore their allegiance to the Philippine government and protect the communities from the influence of the terrorist group.
 
The Police Regional Office of the Bangsamoro Autonomous Region will continue with its commitment to fight terrorism. Hence, this program will not be made possible without the collaborative efforts of PRO BAR, RIU9, PNP-IG, PIU Sulu, NICA, and other government line units. Through E-CLIP program, PRO BAR will continuously be one with the government in its interventions to encourage the rebels to surrender and help them understand that the government is for the people and by the people.
