PROARMM Has TADIPO-WM as Guest of Honor and Speaker on Its Distinguished Visitors Program

 
PROARMM is grateful having PCSUPT MANUEL R BARCENA, MNSA, Acting Director for Integrated Police Operations in Western Mindanao as its Guest of Honor and Speaker during the Monday Flag Raising Ceremony on June 25, 2012 in line with its Distinguished Visitors Program.
 
Upon his arrival at Camp Salipada K Pendatun, Parang, Maguindanao at about 8:00 in the morning, PCSUPT BARCENA was accorded with Arrival Honors in front of the Regional Headquarters Support Group (RHSG). Thereafter, the Flag Raising Ceremony program proper followed at the PROARMM’s Parade Ground. PSSUPT JOEL MA T ALVAREZ, Deputy Regional Director for Administration (DRDA), PROARMM, a mistah of the GOHS, expresses his warm Welcome Remarks as he reminisce the early part of their career and training. “Our Guest is personally known to me and close to my heart…because he is my Mistah” he says.   
 
 
As part of the program, the GOHS officiated the awarding of the Medalya ng Kagalingan to Four (4) deserving personnel of Datu Odin Sinsuat (DOS) Municipal Police Station, Maguindano PPO.
 
He was formally introduced by PCSUPT MARIO A AVENIDO, Regional Director, PROARMM, also his Mistah. “Ang buhay-panenerbisyo ng ating Panauhing Pandangal bilang isang sundaloat pulis ay masasabi nating puno ng mga pagsubok at pakikipagsapalaran.” cited the RD referring to his military and police services in the different significant units and offices of the AFP, former PC and the PNP.
 
On his speech, the GOHS complimented his Mistahs in the PMA Dimalupig Class of 1981, PCSUPT Avenido and PSS Alvarez. He shortly shared, “Dimalupig connotes one class who will not heed to the opponent, not ever, till the last man standing.” 
 
As the TADIPO-WM, he emphasizes the importance of Unity of Command.  He compared his office to a concert opera conductor who harmoniously commands every participant in order to have a perfect timing and proper blending of notes in a musical piece. “DIPO-WM synchronizes, integrates, and coordinates the operational effort of all police forces in Western Mindanao.” 
 
He also briefly discussed the evolution of policing as he emphasizes that it is everybody’s concern and not only the men in uniform. “Though the police are hired agents of authority to keep order and attain peace, policing remains an inherent duty of every citizen.” he stressed out.
 
 
As to the perceived petty rift between policemen and members of the Armed Forces of the Philippines resulting to “turuan at sisihan”, he reiterates,” It is not the color of the uniform which matters, it is how you contributed and delivered your sworn duty to protect the rights of the people.” 
 
In the recent turn of events on the disappearance of Jordanian Journalist Baker Atyani and two other Filipino crews in Patikul, Sulu amidst speculations of kidnapping, he highlights the essence of prudence in decision making, realistic actions, proper coordination and intelligence build-up contrary to speculations and assumptions. “This is police work, we cannot make pronouncement without any basis. We must rely only upon reliable and confirmed information.” He further added this food for thought, “Be specific, and let us not just assume and assume as this may cause us disaster.”
 
“Let us work hand and hand in bringing peace in Mindanao.” concludes the GOHS.
 
The Distinguished Visitors Program aims to invite and bring into this Headquarters outstanding personalities to address or share their views before Officers and Men of this PRO during Flag Raising Ceremony or in a date specially scheduled depending on the availability of the guest of honor. The Guest may come from our ranks in the PNP/AFP, other government agencies, political leaders and private sectors as well
 
In attendance during the event were members of PROARMM’s Command Group, Regional Staff, other Key Officers, Chiefs and personnel of National Support Units (NSUs), PNCOs, Non-Uniformed Personnel (NUP) and members of the US Army Special Forces, Joint Special Operations Task Force-Philippines led by Capt Bradley J Krauss who are scheduled to pay courtesy to the Regional Director on same date.
